How do I draw an anime character of BOTH genders?

I need to draw a "hermaphrodite" for UTAU and I have no idea how to mix the 2 genders. When i draw him/her, I want people to be like "Hmmm... It looks like a girl, but it also looks like a boy". Let me see...
First off, I think you should consider the character's background and history. Is it a biological hermaphrodite or some kind of trans gender?
The personality of the character would also effect how you would draw him/her, as far as the clothing and facial morphology goes.
Ambiguous clothing...leggings, long coats, fine materials like silk and satin, bell bottoms and flared shirt cuffs, things like that. (I would talk to someone who knows more about fashion)
Ok now the face.
Detailed and hyper rendered eyes, you know, all shiny like.
A large mouth with dark lips maybe... I don't read shoujo.
No breasts, but try to just barely suggest them with clothing and posture.
And a wide hip to shoulder ratio, make the hips wider than
the shoulders or make them equal and give him/her a very thin waist.
The character would have to be short and skinny with small hands and feet. You might be able to pull off a tall character, but definitely skinny.
